What is a Bird Charger?

Chargers are independent contractors that pick-up the birds that are out of juice. Chargers will take the birds they captured home to charge overnight and will then release them in the morning for riders to enjoy. There are a few rules that must be followed, but sometime are broken by bad chargers. All birds must be captured before a charger can move them, and must release all birds the following morning between 4-7 AM.
